Police in Miami Beach responded to a residence on North Michigan Avenue on October 28 to perform a welfare check for an elderly woman. The investigation led to the arrest of Jorge Morillo, a 50-year-old man who has lived at the property for approximately five years.
Officers from the Miami Beach Police Department and the Florida Department of Children and Families entered 4300 North Michigan Avenue to assess the living conditions. They discovered 19 dogs inside the home, where the environment was described by officials as unsanitary and hazardous. Four puppies were found in a bathtub, appearing weak and near death, while the remaining 11 dogs were in poor condition.
Body camera footage shows a responding officer noting the location of the puppies during the initial entry. "There are four pups and the dogs. The pups are inside a bathtub," the officer said. The house contained holes in the floor and ceiling, broken windows, and feces scattered throughout the living space.
Detectives determined that Morillo was responsible for both the animals and the elderly woman living in the home. Investigators described the situation as animal hoarding, with the man neglecting the property and the occupants. The elderly woman was transported to a hospital for medical evaluation following the discovery.
Christopher Bess, the Miami Beach Police spokesperson, characterized the scene as heartbreaking. He stated that Morillo took full advantage of the victim and the condition of the home. "He neglected these animals, he neglected our elderly victim, and he's paying the price as we speak," Bess said. The department indicated that Morillo acknowledged his role in caring for the animals during a recorded interview.
Miami-Dade Animal Services crews removed all 19 dogs for veterinary evaluation and medical care. After the animals were transported, officials condemned the home. Morillo remains in custody facing a charge of animal cruelty.
