Democratic candidate Katy Padilla Stout is projected to win Texas' 23rd Congressional District, seizing a seat that was safely Republican until recent redistricting changes. This victory marks a significant shift in the district, which stretches more than 800 miles along the southern border from San Antonio to El Paso.

The district has been vacant since April following the resignation of Republican Representative Tony Gonzales. Gonzales stepped down after admitting to an affair with a staffer who later died by suicide. He had won the seat by 23 points in 2024 and was considered a moderate, yet reliable, Republican vote.

Republican leadership eventually backed Brandon Herrera for the nomination, despite his controversial history. Herrera, a pro-gun YouTuber with four million subscribers, faced backlash over widely shared videos containing jokes about Nazis and veteran suicides. His other crude remarks regarding women also resurfaced during the campaign.

Padilla Stout’s win aligns with a wave of Democratic success across Texas. The party also took the state Senate race, the governorship, and several other House seats. The 23rd District had previously flipped between parties four times between 2006 and 2020, but recent redrawing made it more conservative. President Donald Trump won the current district boundaries by 14 points.

Border policy played a central role in the election. The Trump administration’s hardline immigration stance included plans to build a border wall in Big Bend National Park. The area accounts for only 1.3% of all southwest border arrests, yet the park, which is the size of Rhode Island, is a popular destination for Texans. Both Padilla Stout and Herrera opposed the construction project.

A bill introduced by Texas Democratic Representative Henry Cuellar to stop the wall did not advance in Congress. However, a federal judge halted construction in the park last month. Gonzales had defeated Herrera in the 2024 primary by just 400 votes. In the March primary this year, Herrera finished ahead of Gonzales, who had received President Trump's endorsement, before Gonzales dropped out of the general election race.
