William Carroll, a former Mobile city councilman, has been charged with two counts of second-degree making terrorist threats following alleged comments directed at staff members at a Hooters location on Airport Boulevard.

According to court documents, the incident occurred on Oct. 14. Records indicate Carroll told a female employee, “I rape little girls like you,” and “I dig ditches and kill people before.” He allegedly told another employee, “I kill people for a living and rape little girls like her.”

Police arrested Carroll just after 7 p.m. on Wednesday at the intersection of Cedar and Conti streets. The arrest took place nearly two weeks after the initial incident. A 911 call placed by a Hooters employee on Oct. 14 corroborates the statements in the court records.

In the call, the employee requested police presence, stating, “I’ve got a gentleman here claiming that he rapes little girls like my staff and he buries people for a living. I’ve got his check so I’m going to need you here quick.” She added, “I’m going to try and hold on to his check until you get here without him asking any questions.”

The employee further explained, “He’s not going to come in here and talk to any of us like that. I mean I’ll comp his ticket before I give him back the card. I’m just going to hold onto it until you get here.” Investigators confirmed that police issued Carroll a trespass warning and instructed him to leave the premises that day.

Jail records show Carroll was released from Metro Jail on a $6,000 bond approximately one hour after booking. A hearing is scheduled for Nov. 12. Although the charges are misdemeanors, the district attorney’s office will handle the case because of Carroll’s previous role with the city government. Carroll’s attorney has not yet issued a public comment.

The restaurant chain issued a statement regarding the incident but did not provide additional details in the release to the media.
